Proposition 4 Storm Water Grant Program
The State Water Resources Control Board has released final guidelines for the Proposition 4 Storm Water Grant Program, providing funding for multi-benefit urban stormwater projects that reduce flooding while improving water supply or water quality.
This is a strong opportunity for Los Angeles County projects like those pursued through the Safe Clean Water Program, including stormwater capture and reuse, groundwater recharge, low-impact development, green infrastructure, urban stream and watershed restoration, debris-flow mitigation, and increased permeable surfaces. Preference will be given to nature-based infrastructure projects.
Approximately $101.5 million is expected to be available for projects. Planning Grants will range from $200,000 to $750,000, while Implementation Grants will range from $1 million to $15 million.
Final guidelines are now available, with the funding solicitation and application period forthcoming.

El Niño Rapid Monitoring and Response for Coastal and Marine Ecosystems
With El Niño strengthening off California’s coast, the California Ocean Protection Council has launched an expedited funding opportunity to support rapid monitoring and response to emerging impacts on coastal and marine ecosystems.
Funding can support time-sensitive monitoring, research, data analysis, wildlife emergency response, restoration, and other targeted management actions addressing impacts to habitats and species, public health and safety, coastal access, communities, and livelihoods. For Los Angeles County, this could include work related to beaches, wetlands, coastal habitats, shoreline impacts, and other resources vulnerable to intensified winter conditions.
Projects that can mobilize quickly using existing partnerships, infrastructure, and monitoring capabilities will receive priority. Awards of up to $250,000 are available.
Proposals are due November 6, 2026. OPC has indicated that proposals submitted by November 13 may also be considered.

Construction projects may receive priority.
Approximately $80 million is available nationwide. There is no minimum or maximum award amount, and projects generally require a 20% non-federal match, although certain exceptions may apply. Eligible applicants include state and local governments, MPOs, regional transportation authorities, transportation-focused public agencies and special districts, Tribes, and federal land management agencies.
