COMMITTEE LEADERSHIP

Doug Mensman - as Senior Executive Officer for Program Management at LA Metro

Doug Mensman is a seasoned infrastructure and transportation policy expert with almost 20 years of experience driving transformative initiatives in Los Angeles. Currently serving as Senior Executive Officer for Program Management at LA Metro, he leads a team of 21 engineers and technical experts helping to deliver major capital projects and third-party coordination.

Previously, Doug served as Director of Transportation in the Office of Mayors Eric Garcetti and Karen Bass, where he was the Mayor’s senior advisor on transportation policy and executed the Mayor’s vision for the LA Metro Board of Directors. He played a key role in advancing Measure M, which secured $120 billion for regional transportation initiatives, and led the planning and implementation of the 28 by ’28 plan.

Before his work in the Executive Branch, Doug spent over a dozen years working on the legislative side with the Los Angeles City Council, serving as Director of Transportation & Infrastructure for Council President Paul Krekorian and roles staffing Councilmembers Adrin Nazarian, Denis Zine and Tom LaBonge. Throughout his career, he has amassed skills in legislative strategy, project management, stakeholder engagement, and cross-functional collaboration across city departments and regional agencies.

Doug holds a Master of Public Administration and a dual degree in Economics and Philosophy from USC.
