Funds for 23’ & 24’ Natural Disasters

The FY 2025 Disaster Supplemental Grant Program, administered by the Economic Development Administration (EDA), offers grants to support activities related to economic recovery in areas that received major disaster declarations due to hurricanes, wildfires, severe storms and flooding, tornadoes, and other natural disasters that occurred in 2023 and 2024.  Applicants can choose from three funding pathways: Readiness Path, Implementation Path, and Industry Transformation Path.  With approximately $1,447,000,000 available, eligible applicants in Los Angeles County—including local governments and nonprofits—can apply for funding up to $500,000 for readiness path projects, $20 million for construction implementation path projects, $5 million for non-construction implementation path projects, and $50 million for construction and non-construction industry transformation path projects.

Key Details:

  • Readiness Path Grant: Projects supporting capacity building and strategic planning, setting the stage for future investment.
  • Implementation Path Grant: Projects that are standalone construction and non-construction, helping communities recover from natural disasters and advance recovery and growth.
  • Industry Transformation Path: Coalition-led, construction and non-construction projects, transforming regional economies through targeted industry development.

EPA Awards Brownfields Grants to California

The California Department of Toxic Substances Control, the City of Carson, and the City of Los Angeles were awarded $3,500,000 from the U.S. Environmental Protection Agency (EPA) for Brownfields Grants to help communities assess, clean up, and redevelop brownfield sites.  The U.S. EPA Brownfields Grants aim to protect human health and the environment while utilizing tax dollars and advancing policies to energize the economy.  The California Department of Toxic Substance Control and City of Los Angeles secured an Assessment Grant for brownfield inventories, planning, environmental assessments, and community outreach.  The City of Carson secured the Revolving Loan Fund Grant to carry out cleanup activities at brownfield sites.

Funds to Support Fire Prevention Initiatives

The  U.S. Department of Homeland Security (DHS) and Federal Emergency Management Agency (FEMA) are offering grants through the Fire Prevention and Safety (FP&S) Grant Program for projects enhancing the safety of the public and firefighters from fire and related hazards.  The program aims to reduce injury and prevent death among high-risk populations.  The program will fund projects that support fire prevention initiatives and firefighter safety research.  Eligible applicants include fire departments within Los Angeles County.

  • Expected Total Funding of $32,400,00.
  • Anticipated Number of Awards is 100 awards.
  • Award Ceiling of $1,500,000.

Funding for Mass Transit Programs

Big news for Los Angeles County! The Federal Transit Administration is administering the FY 25 Low- or No-Emission Program and the FY 25 Buses and Bus Facilities Program offering approximately $1.1 billion and $398 million, respectively, in competitive grants.  The Low-or No-Emission Program supports the purchase or lease of zero-emission and low-emission transit buses, including acquisition, construction, and leasing of required supporting facilities.  The Buses and Bus Facilities Program assists in the financing of buses and bus facilities capital projects, including replacing, rehabilitating, purchasing or leasing buses or related equipment, and rehabilitating, purchasing, constructing or leasing bus-related facilities.

Key Details:

  • The Low- or No-Emission Program’s expected Total Funding of $1,105,512,334.
  • The Buses and Bus Facilities Program’s Award Ceiling is $39,810,323.
  • Anticipated Number of Awards are 100 awards for the Low- or No-Emission Program and 50 awards for the Buses and Bus Facilities Program.
  • Eligible Applicants include state governments, federally recognized native American tribal governments, county governments, city/township governments, and more.
  • FTA will select applicants within 75 days of the application due date.
